About this experience.

The boat cuts its engine over the Mnemba reef, and the water underneath is so clear you can count the coral heads from the deck. Masks on, a roll backwards, and suddenly there is a green turtle grazing below you, unbothered, while small reef fish drift around the coral. For many guests coming off a safari, this is the moment the trip changes key: from dust and early starts to a slow drift above a reef.

Tanzania's coast offers three very different underwater experiences. Mnemba, a small island about three kilometres off the north east tip of Unguja, Zanzibar's main island, is ringed by a reef roughly seven by four kilometres, now a protected area. Green turtles nest on the island, three species of dolphin live in the surrounding waters and around 600 reef fish species have been recorded. Further north, Pemba sits across the deep Pemba Channel; Misali Island, about ten kilometres off Chake Chake, became a marine conservation area in 1998 and holds more than 300 fish species and 40 coral species. To the south, Mafia Island Marine Park, created in 1995, was Tanzania's first marine park, and its Chole Bay is sheltered by reefs and the island of Juani.

What it is really like depends on your level. Snorkellers do best at Mnemba on a calm morning, at Misali, or in Chole Bay. New divers can learn on Zanzibar's sheltered reefs. Experienced divers head for Pemba, on the edge of the deep Pemba Channel. And from around October to February, whale sharks gather off Kilindoni on Mafia; peer-reviewed research there found visual sightings peak in those months, while tagging showed some sharks stay year-round. Swimming alongside one, slowly, with a guide setting the rules, is one of the gentlest wildlife encounters anywhere.

The honest caveats. Mnemba is popular, and since 2023 the inner marine special area around the island has been limited to eight boats a day with no anchoring, so morning slots matter. Mnemba Island itself is private and you cannot land on it. Visibility and sea state follow the monsoons: calm water and the best visibility are most frequent in November and March, while the long rains in April and May make many days choppy. Marine conservation fees apply, currently 10 US dollars per adult per day in Zanzibar's conservation areas. Whale sharks are wild and not every trip finds one.

Where you stay shapes everything. On Mafia, Eco Shamba Kilole Lodge sits inside the marine park with just six bungalows, and its diving is run by an established local dive centre. On Pemba, Pemba Paradise Beach Resort is at Makangale near the island's northern tip. On Zanzibar, the north and north east coasts put you closest to Mnemba. It suits certified divers, families who snorkel, and anyone who wants their beach days to have a purpose. Mafia in particular rewards travellers who prefer quiet water and few other boats.

How to structure it

Building it into your trip.

Add four to six nights to the end of a safari. For easy snorkelling and first dives, stay on Zanzibar's north or north east coast within reach of Mnemba. For serious diving, give Pemba four nights. For whale sharks, fly to Mafia between October and February and allow three or four nights, so a rough day does not end your chances. Light aircraft connect all three islands with Arusha and the Serengeti airstrips. Avoid flying within 18 to 24 hours after your last dive.

Where is the best diving and snorkelling in Tanzania?

Mnemba atoll off Zanzibar's north east coast is the best known for turtles, dolphins and easy reef dives. Pemba, on the deep Pemba Channel, suits experienced divers, and Misali Island offers excellent snorkelling. Mafia Island Marine Park is quieter, with sheltered Chole Bay and seasonal whale sharks off Kilindoni.

When can I swim with whale sharks on Mafia?

Sightings off Kilindoni peak from around October to February, according to research by marine scientists on Mafia, with some sharks resident year-round. We recommend three or four nights so a windy day does not cost you your chance. Your guide briefs you on keeping a respectful distance, and the sharks are never touched.

Can I go diving if I am not certified?

Yes. Many Zanzibar dive centres run introductory dives and full beginner courses on sheltered reefs, and snorkelling needs no qualification at all. Pemba's deeper sites are best left to experienced, certified divers. Tell your Expert your level and we match the island and the dive centre to it.

What fees should I expect?

Zanzibar's marine conservation areas charge a daily fee, currently 10 US dollars per adult and 5 for children aged 5 to 15, and Mafia Island Marine Park has its own entry fee. Dives, boat trips and equipment are priced by the dive centre. On Savannah & Sands each of these is a separate line, so you can see exactly what you are paying for.

When is the sea calmest?

Calm water and the best visibility around Mnemba are most frequent in November and March, with good conditions through much of the dry season from June to October and December to February. The long rains in April and May bring rougher seas and lower visibility, so that is the period we usually avoid for a diving-focused trip.
